ONFR

PRESENTATION

In accordance with the provisions of GD 108/2020 regarding the interoperability of the railway system and Government Decision no. 626/1998 regarding the organization and operation of the Romanian Railway Authority - AFER, with subsequent amendments and additions, the Romanian Railway Notified Body - ONFR is an independent body within the Railway Authority Romanian - AFER notified to the European Commission and in accordance with the requirements expressed in GD 108/2020, in directive 2016/797/EC, in directive 2008/57/EC and the related technical specifications regarding the interoperability of the trans-European rail transport system, apply the procedures of:
"CE" assessment of conformity for the constitutive elements of railway interoperability
"CE" verification of structural subsystems and vehicles
 supervision through technical inspection
 laboratory checks and tests with railway specifics
evaluation of management systems
periodic publication of relevant information, in the ERADIS database, regarding: issued compliance certificates, suspended/withdrawn compliance certificates

The registration number of ONFR as a recognized notified body for conformity assessment is NB 2269.

The OCSM-AFER certification body accredited by RENAR operates within the ONFR to perform certification services for quality, environmental and occupational health and safety management systems in accordance with SR EN ISO 9001, SR EN ISO 14001 and SR OHSAS 18001.

As a designated body, ONFR performs the following activities:
"NNTR" verification of structural subsystems and vehicles;
drafting, periodic publication and annual updating of infrastructure and rolling stock registers;
carrying out technical type checks of railway and metro transport vehicles, as well as urban transport itself and issuing specific documents;
certification/homologation of materials, components and equipment used in the construction, modernization, repair, maintenance and operation of rolling stock and railway infrastructure, other than those that fall under the interoperability of the trans-European rail transport system, and, as the case may be, draw up homologation certificates or technical approvals for them;
analysing and approving technical documentation for the construction or modernization of rolling stock and infrastructure used in railway and metro transport, in accordance with the technical specifications in force;
the authorization, from a technical point of view, of the economic operators who carry out construction, modernization, repair and maintenance works of the elements of the railway infrastructure and of the rolling stock;
the authorization, from a technical point of view, of internal suppliers of products and services in the railway field;
carrying out checks and laboratory tests to determine the conformity of products and services, from the point of view of the determining characteristics and parameters, for the safety of traffic, the protection of life and the environment, related to railway transport, with the metro and urban transport itself;
the authorization/certification of testing laboratories, as well as special stands and devices, used to verify and keep under control certain characteristics determining the safety of railway transport, in the processes of construction, repair, maintenance, technical verification and operation of rolling stock and infrastructure railways and issuing specific documents;
the technical inspection at suppliers to keep under control certain characteristics for the safety of railway transport, in the processes of construction, repair, maintenance, technical verification and exploitation of rolling stock and railway infrastructure;
other attributions specific to his field of activity, given in his competence by normative acts.

WHO ARE WE
ONFR is an independent body that operates within the Romanian Railway Authority - AFER.
ONFR is independent in terms of organization, legal structure and decision-making process compared to any railway transport operator or economic operator that performs such services.

In its specific activities (analysis/evaluation/approval of technical documentation; laboratory tests; technical homologation; product/service conformity check/evaluation; control of products/services through technical inspections), ONFR uses technical experts, specialist engineers/auditors, experienced and familiar with such actions, which are designated considering each one's specific competence, in the railway field or in other fields.

ONFR's policy in the field of quality, based on its impartiality and objectivity, is to promote the full confidence of consumers/users that the products/services of the suppliers, who request the certification of the conformity of their products/services, fully meet the requirements stipulated in the national and international specifications/regulations.
    
The implementation of the ONFR policy has the following objectives:
  •  knowledge and compliance with the essential requirements of national and international regulations in the field of railway and metro transport;
  •  the application of product/service certification procedures in accordance with the requirements provided for in directive 2008/57/CE and related technical specifications, national or international technical specifications/standards and respectively in SR EN ISO/CEI 17065, in a manner that confers credibility and recognition on a national and international level;
  •  the unbiased approach to certification, product/service conformity, based only on objective evidence that demonstrates the competence of suppliers to continuously make products/services that comply with the requirements contained in the national and international specifications/regulations;
  •  ensuring the unconditional and non-discriminatory access of clients to the conformity certification services offered by ONFR;
  •  compliance with the obligations and deadlines established in contracts and ensuring prompt responses to customer requests regarding product certification;
  •  the use of competent, experienced, recognized personnel, subject to permanent improvement;
  •  the use of a tariff system for its activities, accessible to its clients;
  •  respecting the confidentiality of the information obtained in the evaluation/certification process;
  •  the application, by the ONFR personnel involved in certification, of the procedures and rules of the certification system, within an internal quality system, documented, flexible and permanently subject to analysis in order to improve it.

infrastructure managers;
railway and metro transport operators and their partners;
producers / constructors of specific components and subassemblies for rolling stock and railway infrastructure (track, energy supply systems, command-signaling-control);
organizations that ensure the maintenance or carrying out transformations of the railway infrastructure and railway rolling stock (modifications, redevelopments, transformations etc.) with the exception of operators that ensure the maintenance of freight wagons.
suppliers of products / services for certification in the voluntary field.
